Rasmussen advocates for the formation of a European 'coalition of the willing,' which would include Ukraine, to bolster the continent's defensive capabilities. He noted that a theoretical coalition of 45 states is already prepared to serve as a reassurance and training force within Ukraine, particularly following a potential peace agreement with Russia.
